Project title: Development of early warning system in conflict affected Shida Kartli region of Georgia

Description:

Overall objective of the action is to contribute to peace building process and stability in Georgia and the region
Specific objectives include:

1. Establishing a mechanism for revealing conflict potential developments in the conflict affected region Shida Kartli adjacent to South Ossetia through setting up an early warning system

2. engaging civil society actively in discussions concerning conflict prevention, peace building and crisis management

3. strengthening the EU's relevant institutions capacity of conflict prevention and crisis response with regard to Georgia

4. fostering partnership between the EU and local civil sector in the field of crisis management and peace building

Traget groups: Local population of Shida Kartli; IDPs; 

Estimated results
1. the early warning system is created to gather comprehensive information on developments in the target region and humanitarian situation in IDP settlements
2. the civil society sector's expertise in peace building issues is mobilised through network building;  relevant policy recommendations are  jointly developed and actively communicated with policy makers and respective international organizations through round table discussions and dissemination of monthly reports and quarterly reviews
3. the relevant EU institutions are provided with the reliable and timely early warning information, analysis of developments in the conflict affected region and policy advice
4. EU institutions and civil society cooperate on the issues of conflict prevention and peace building 

 

Activities
1 Producing field monitoring reports

2. Preparation of monthly reports based on field reports and open sources

3. Writing quarterly reviews based on monthly reports and proceeding of round table discussions

4. building network of CSOs working on conflict issues

5. drafting joint policy recommendations with regard to the conflict sensitive issues

6. sharing information between network members on regular basis

7. submitting project outputs – monthly reports, flash reports (produced in case of emergency situation)quarterly analyses and recommendations - to representatives of the relevant EU institutions

8. organizing quarterly round table discussions with participation of EU institutions and local CSOs during which recommendations will be drafted and cooperation opportunities between EU institutions and Georgian CSOs discussed

 Discussion: Development of Early Warning System in Conflict Affected Shida Kartli Region of Georgia

On January 27, 2010 CIPDD organized the Round table discussion to assess the situation in Shida Kartli after the August 2008 war, to identify most urgent problems of the region, and to find out what should be done there in the short term. On the meeting CIPDD presented the project Development of early warning system in conflict affected Shida Kartli region of Georgia (supported by the EC) and policy review Shida Kartli after the  August 2008 war: Challenges and Solutions by Erekle Urushadze, published with the financial support of the Thin Tank Fund of the Open Society Institute-Budapest.
