საკონსტიტუციო-პოლიტიკური რეფორმის პროცესი საქართველოში: პოლიტიკური ელიტა და ხალხის ხმები (ქართულ ენაზე) და საკონსტიტუციო-პოლიტიკური რეფორმის პროცესი საქართველოში, სომხეთსა და აზერბაიჯანში: პოლიტიკური ელიტა და ხალხის ხმები (რუსულ ენაზე) გამოიცა დემოკრატიისა და არჩევნების ხელშეწყობის საერთაშორისო ინსტიტუტისა და კავკასიური ინსტიტუტის (IDEA) ერთობლივი პროექტის – საქართველოს ხმები კონსტიტუციურ და პოლიტიკურ რეფორმებში – ფარგლებში (ივნისი 2004 – აგვისტო 2005). 
IDEA/CIPDD-ს ერთობლივი პროექტის განხორციელებას ბიძგი მისცა საქართველოში ვარდების რევოლუციის შემდეგ დაწყებულმა პოლიტიკურმა რეფორმებმა, რომელიც მნიშვნელოვან საკონსტიტუციო ცვლილებებსაც მოიცავდა. 2004 წლის თებერვალში საქართველოს პარლამენტის მიერ მიღებული საკონსტიტუციო ცვლილებების შესაბამისად შეიცვალა ხელისუფლების სისტემა ცენტრალურ დონეზე. თუმცა, ეს ცვლილებები საკმარისი საზოგადოებრივი განხილვის გარეშე განხორციელდა. ერთობლივი პროექტი ორი ფრიად მნიშვნელოვანი საკითხის რეფორმირებაზეა ფოკუსირებული: ძალაუფლების ბალანსი ხელისუფლების შტოებს შორის ცენტრალურ დონეზე და ძალაუფლების განაწილება ეროვნულ, რეგიონულ და ადგილობრივ დონეებს შორის. პროექტის ძირითად მიზანს წარმოადგენდა ამ საკითხებზე სამოქალაქო დისკუსიის გააქტიურება და ამით საკონსტიტუციო რეფორმის ხარისხისა და ლეგიტიმურობის ამაღლება. პროექტში ასევე გათვალისწინებული იყო ევროინტეგრაციის თვალსაზრისიტ სომხეთისა და აზერბაიჯანის პოლიტიკური რეფორმების ექსპერტული ანალიზი. სამმა ექსპერტმა სომხეთიდან და სამმა აზერბაიჯანიდან ამ საკითხებზე მოამზადეს ანალიტიკური სტატიები. 
გამოცემა ქართულ ენაზე მოიცავს პროექტის ორ ძირითად თემაზე ქართველ ექსპერტთა მოსაზრებებსა და საჯარო დისკუსიების შედეგებს, ასევე ევროპელი და სომეხი ექსპერტების კომენტარებს მოცემულ სტატიებზე. გამოცემაში ასევე წარმოდგენილია საზოგადოების კვლევის ცენტრის მიერ ჩატარებული კვლევის შედეგები. გამოცემის რუსული ვერსიაში ასევე მოიცავს სომეხი და აზერბაიჯანელი ექსპერტების ანალიტიკურ სტატიებს მატ ქვეყნებში მიმდინარე პოლიტკური რეფორმებისა და ევროინტეგრაციის პერსპექტივებზე. გამოცემული მასალები განხილული იყო საჯარო დებატებზე თბილისსა და საქართველოს 5 რეგიონში. ასევე 2005 წლის მარტში ჩატარებულ საერთაშორისო კონფერენციაზე.

The project mainly focused on reforming two most important issues of the Georgian political system: the balance between different branches of power on the central level, and devolution of power from national to regional and local levels. Main objective of the project was to promote public debate on these issues in the Georgian constitutional processes. This would increase both quality and legitimacy of the process of constitutional change. Furthermore, the project had a regional dimension including expert analyses on political reforms in Armenia and in Azerbaijan within a European integration perspective. 3 experts from Armenia and 3 from Azerbaijan prepared policy papers and research. The presented publication in Georgian summarizes the views of Georgian experts including the results of the public debates on two main themes: the balance between different branches of power on the central level, and devolution of power from national to regional and local levels, as well as the comments of European and Armenian experts to it. Together with this, a sociological research has been conducted by Center for Sociological Studies (CSS), which identified public discourses on the current constitutional processes in Georgia. Furthermore the publication in Russian also contains analyses of Armenian and Azerbaijani experts on Political reform and European integration perspectives in their countries. The published materials on Georgia have been subject to public debate in Tbilisi and 5 regions ofGeorgia, as well as have been discussed at International Conference in Tbilisi in March 2005.
