Description
Aim –  The aim of program is to strengthen capacity of policy centers as well as future leaders of country in the field of policy analysis, particularly in producing policy research and analysis. At the same time, it aims at transferring experience of Poland in selected public policy areas and facilitate contacts between academic and nongovernmental institutions of two countries.
Target groups – civil society actors, including NGO’s, research institutions, representatives of academia, graduate level students, journalists, government officials and administrative staff, political party’s activists. 
Main activities – Eight researchers, representatives of public sector and or journalist will be selected to participate in program. Participants of program will conduct a research and prepare a policy paper under the supervision of Polish tutor. The topic of research and final paper will be the lessons, which could be learned from polish experience in different fields of public policy.     Participants of the program will be brought for 12-day study visit to Warsaw. During this visit, they will have an opportunity to discuss topic and content of their research with polish tutor and experts of selected field. During the study trip, they will also have an opportunity to collect necessary materials. In addition,  trainings on the management of research process or other relevant issues will be offered to them.  After returning to Georgiafellows are expected to complete their policy papers and send the first version to the mentors. After the final draft version will be agreed with mentors, papers will be submitted to IPA, translated into Georgian and published. Fellows will make at least one presentation of their work during the event organised by CIPDD. Duration of whole program is four month.

IPA and CIPDD announce recruitment for Fellowship Program

The Institute of Public Affairs (IPA), a Poland-based think-tank, and Caucasus Institute for Peace, Democracy and Development (CIPDD) announce recruitment for Fellowship Program for Georgian Policy and Opinion Makers. 
The objective of program is to strengthen capacity of policy centers as well as future leaders of country in the field of policy analysis, particularly in producing policy research and analysis. At the same time, it aims at transferring experience of Poland in selected public policy areas. It will also provide better understanding of think tank sector and facilitate contacts with academic and nongovernmental institutions in Poland. 
Participants of program will conduct a research and prepare a policy paper ( 10 – 15 pp. ) under the supervision of polish tutor. The research is aimed at presenting useful experience and lessons from the process of reforms in Poland. Proposed fellowship thematic areas include:

-         Adaptation of state administration during the process of European integration 
-         Decentralization and development of local governments
-         Education system reform –lesson for Georgia 
-         Experience of the Polish administration and NGOs in cross-border cooperation
-         European integration and regional development strategies 
-         Effective absorbing and usage of EU funds – experience of Polish local 
          administration 
-         Ethics and combating corruption in public administration – experience of 
          transition country  
-         Regulations and practical experience of cooperation of the state administration
          with non-governmental organizations
-         Human-rights based management of migration and countering trafficking and 
          border security threats
-         Social Policy in Transition Countries

Participants of the program will be brought for 12-day study visit to Warsaw. Fellows will make at least one presentation of their work during the event organised by CIPDD. Duration of whole program is four month. The fellowship program offers modest stipend 350 USD. 

The selection process will consist of two stages: 
1) APPLICATION ROUND: candidates are asked to send to CIPDD following documents:

  • The application form 
  • An updated Curriculum Vitae, describing previous research experience
  • A research proposal (not exceeding 2 single-spaced pages), including the significance of the research, objectives & methodology and expected outcome of the research. The research proposals should fit into the  thematic areas described below
  • A letter of recommendation from the affiliated organisation/ institution or a person who is familiar with the applicant’s activities or previous research experience (not related). The letter of recommendation should be in a sealed envelope, signed on the back.

Applications should be submitted via email to the following address Gia Gotua:gia-got@cipdd.org no later than 26 August 2007. Late applications will not be considered.

2) INTERVIEWS: Interviews with the pre-selected candidates will be held in Tbilisi on 3 – 4 September 2007 by the representatives of IAP and CIPDD. This stage of selection process is to verify the language competence as well as to discuss the content of the candidates’ research proposals.
