The project is a part of the general OSCE HCNM programme “Conflict Prevention and Integration Programme for Samtskhe-Javakheti, Georgia” which has been ongoing since April 2003.
The overall goal of the programme is to contribute to the integration of the Samtskhe-Javakheti region into Georgia and to reduce latent or actual tensions in Samtskhe-Javakheti.
This programme is composed of four priority areas:
- Language training
- Legal assistance and information
- Management of interethnic relations
- Information flow and media develpment
This project was incorporated into the Conflict Prevention and Integration Programme for Samtskhe-Javakheti, on 1 April 2004, and aims to monitor any development of conflict potential in Samtskhe-Javakheti by providing the office of the High Commissioner and the Government of Georgia with ‘first hand’ information from a potential conflict zone, and to facilitate an early warning and response, should it become necessary.
